On psn if you enter a name when making the account, then says it's available, but you choose a different name then the other name you didn't use cannot be used by anyone else.

So if I go to make an account called YYUYIOJHUKP, it says the name is available. But if i cancel then go on sign up again and try and use that name, it says it is unavailable.

Oh, damn...

That's not true...

What happened to me, went to make an account. Cancelled it after entering the name because I had to do something. Tried to make it again later and the name was not available. And if I tried to add it as a friend it said it wasn't created.

Go on it, l sent request.
