What is the utility of a limited PayPal account with money? :confused:

Unable to send or receive money, you can however change account details (password etc) and add a bank account or credit card. You can also change the address, so in 180 days, PayPal will send you a check for however much is in the account.

i bought a paypal account with $30 last month and i added a bank account and was able to send the money to another account even though it was limited.

Can you tell me what the limits are, in a pm. I may be interested.
