Yes people are on a 4.66 CFW but you need to be on 3.55 (3.56 in some cases) OFW to get to 4.66 CFW.
Modding the PS3 is slightly different to the PSP as the PSP never had to be opened to mod it unless I am mistaken you could just do everything from the Memory Card.
The term "Jailbreak" was only ever introduced from GeoHot because he used that term on the iDevices so naturally people assumed to call it a "Jailbreak".
While you are correct in saying Modding & Jailbreaking are essentially the same thing in "The Scene" they mean completely different things. Modding suggest modding games, stats, lobbies etc while Jailbreaking means installing CFW
Now back on topic there is no way to modify stats on a OFW machine on 99.9% of games and the only route is to have a CFW.
The software you were referring to RTM/RTE Tools to modify the stats but to actually downgrade a PS3 you need to have some hardware such as the E3 Flasher, ProgSkeet or Teensy++. I am sure by now there may be a couple more but these are the major ones. Although if you were to get a E3 Flasher you should no that they are all clones now and have been for a while.
Then you obviously have to dissect the PS3 and take some dumps of the NAND/NOR chip and patch it to allow you to downgrade and obviously check the dumps before and after to make sure they are indeed valid dumps, then you would need to get the 3.55 OFW pup downloaded and install it etc....
By the time you have done all of that then it is a good idea to change and re apply new thermal paste or go for a reball and put the console back together.
And after all that is done you can finally update from 3.55 OFW to 4.66 CFW.
It is easy to do but if you have never messed with a PS3 before it is a good idea to get help from someone and make sure not to do anything until you have read proper guides and sought after help if there is anything that is confusing you.
DO NOT attempt it straight off the bat by just glancing through a guide and thinking you no better because this can and probably will cause a brick.
