Do think you are banned you would get a message saying you have been banned on the screen. Maybe the server is down at the moment.

Have you got correct region eboot bles or blus

The reason your servers are down is because you have been banned, if your using a anti ban eboot it will not show you that you have been banned, it will only say the servers are down.
