You're a little mistaken, I think.
The purpose of iRadar is simply to prevent theft, by checking things such as extreme differences in the user, and then apple can check to make sure nothing is suspicious, and if so contact the Police.
However, iRadar might also have features that can check for a jailbroken iDevice, and act accordingly. Even though Jailbreaking is legal, that doesn't mean it's required in a device. Apple can still do their best to prevent it.
