If you've jailbroken, there will probably be an app for it in Cydia, otherwise, no, you can't. 'sides, why would you wanna do that?

yes you can if you are jailbroken theres a cydia app called folders in folders and theres also one thats called extended folders (i think) and it alows more apps in folder and scrolling in the folder and as many folders as you want in folders
