No and yes, it gets slower if you click multi tasking if you jailbreak with redsn0w, wich ther is no need for if you are on 4.0 and above, so no it will not make your iDevice slower

Your iPod will slow more as you install more tweaks/apps that run off the mobile substraight.. soo as long as u don't go installing happy.. u'll be fine.

My ipod 1g was like 5% slower after jailbreak, but it was totally worth it.

Like others have said it will slow down slightly but as long as u dont install every single tweak out there and what not it should work fine and dont dl crazy tweaks
