U cant m8 bcuz u need the sdk from apple (wich is a little expensive) and a mac m8

No.

You need the SDK from Apple (which costs around $95), then you need a Mac, as the Mac is the only thing which can be used to create Apple Apps. However, there are ways to make Jailbreak apps (I'm not sure if their free or whatever).
