Things you will need to do this:
IFunBox

I use Photoshop CS5 to edit the backgrounds and such, but feel free to use a program like paint.

This is for editing the Pictures in the game(Backgrouds,Towers,and Maps)
1st.
Connect your Ipod touch or Iphone and open IFunBox
2nd.
Choose User Applications

Scroll down to BloonsTD4 and then click BloonsTD4.app and on the right some pictures,sounds,and xml files should show up.

4th.
Click on a picture and then right click on the picture when it comes up scroll to Open With... then choose the program you wish to edit the picture with.

Now after you have edited the picture remember you have to save as a .png file and rename it to the name of the original picture.

Copy it back into the IFunBox window and then click on the picture you just edited to make sure it copied correctly.

Use Steps 1-3 in the first tutorial.
4th.(You probably are going to edit BTD4_main, it is 2:08 long and it is a mp3 file)
You want to double-click the sound to see how long it is and what file type it is. Then choose any song you would like to replace the sound with. Now edit the song or sound to match the length of the original file. You can use this site.You must login or register to view this content.
5th.
Just copy it back over just like you did with the picture you edited and double click it to make sure it copied correctly.
