It's weird that the "New iPad" doesn't get Passbook, but the iPhone 4 does. No difference in the 4S and 5.

It can, I received the update today, not downloading until an untethered Jailbreak is out as I have most features like tweet from status bar, Do not disturb switch, I can get siri so i dont need to do anything really, not worth it for me at the moment
