I think they talking about a later unlock.. When it's locked to a provider.

Like if someone bought a phone that is locked to a carrier and you decide to unlock it yourself? Cause then how would they know you unlocked it yourself?

Your IMEI holds relevant information...
BUT! If that's not how they do it they can check what network you're using a phone the provider.. But i'm sure it's all done by the IMEI since they can tell if it's stolen etc.
