This is called AquaBoard. It turns your lock screen background and your background into awesome ripple effects. Android has it, and I was dumbfounded when I seen it. It's been out a while judging by all of the updates. I had to show my wife, who owns a Samsung galaxy slll, who is now jealous because my affects do way more than her Android. Watch the video to see, and I strongly recommend buying it to support the developer. It's a way cool tweak that should have come out a very long time ago.
