Whats your NAT Type? It needs to be open in order to host.

That's moderate. Whenever mine is anything other than open, I can't host and some people can't even join my party.

I had to call my ISP and buy a Public Static IP. Some people put their PS3 in DMZ mode and open ports so you can try that if you want.
