My NAT type is on open and very few people are joining.

It takes about 5-10 minutes for a game to officially start.
Any reason why?

Is it just BO2?

Not sure it works everyone with me no problems.

How are you forcing host?

I use the GSC menu Dynamic v2 to force host and never have an issue.

Obviously after injecting it you need to start a custom game to force host but after that you can go online.

Test it out and see if it works for you.

Nope. Still finding barely anyone. It takes forever.
How long does it take for you to find a full lobby?

Less than 1 minute but obviously I don't find a full lobby I enter a empty lobby to gain host then people join me.

It usually takes 1 minute max to get into a empty lobby and about 10 seconds to fill it.

Have you tried to reset your router?

Nope, it's mainly only finding parties of people.

Delete your gamesave reinstall the 1.19 game update and your able to find faster lobby works for me

Also Try Changing Search pref go find game and hit triangle then select Any

Did anyone find a fix for this?

My lobby will take 10+ minutes to find players.
