Why would you need to change the region?

so i live in the u.s.a watch one do i use on my dex?

doesn't matter the eboot you use, since there's very few, if any, tools that are limited by region. You would get same experience from BLES or BLUS regions, but seeing as you're on DEX, you could use a debug eboot and not worry about region at all.
