i don't think its Encrypted, its "Compiled". just use a game script compiler or use GSC Studio and export as a compiled Script file

What's the point of encryption? Its just GSC. But, I guess if you wanted your stuff safer you could make your own injector and pack your files in there but if its in C# then anyone can decompile it. Since you say there are encrypted GSCs out there maybe they are meant for use with a certain injector? As then if they are encrypted they can just be decrypted when they are loaded into the app. Still not sure what the point would be.
