same problem here, have you figured it out?

It can be for several reasons but the main one I can think of is that you don't have the latest .NET Framework installed. The program, I believe, runs from C# which requires .NET to be installed.

Still doesn't work

I wanna open it, it doesnt load up

Install Microsoft .NET Framework 4 (You must login or register to view this content.) and Microsoft Visual C++ 2005 Redistributable Package (x64) (You must login or register to view this content.) from the Links, than it will work. When after doing this it still don´t work contact the developer.
