Do u need jailbroken console to use this?

Seen the menu used by ppl on ps3. But how can i download it? I have never used mods or downloaded them please help

can you make your menu scroll faster please? also make it save where u last were, i hate how it starts at the top of evreything it gets annoying to scroll to what u want faster..
