To Inject this menu you need to use GSC Studio

To open menu press "left dpad"
To select mods press "X"
to go back or close the menu press "O"

I have him on Skype as well and I play PS3 with him, it took him forever to make this menu. I don't want to see any mean comments. It's against the rules anyway.
