Is this RTM?

Yes you can use it for rtm but it's only for constant uav hack

But could I use this tool without RTMing, or do I have to set up RTM in order for it to work?

It would be the same setup but you don't have to rte to use it all you do is press connect and it will attach and press on uav on and you are good to go you only press it once it stays on until you shut your ps3 down
