This is a tool that was created by IHC James with the help of CraigChrist8239 that lets you mod the BO2 files. Its an impressive tool and it works for XBOX and PS3. It also lets you mod all CODs!

For now its a preview but honestly this tool is awesome.

WOW that is sick and nice preview! Is This RTE because when doing it on that laptop/ipad computer think i didn't see any ethernet cable when it showed it does a ethernet cable go into it and the app mods it as a rte tool? sorry for my stupidity will this be availiable on apple products?

Highly doubt it will be available on iOS based devices. He was using some sort of a Windows 8 based tablet, so im assuming you can just transfer your Visual Studio programs over to the tablet(ovcourse he would have to do some UI changes).

Anyway, after taking a few more glances at the video.
This is my closest assumption.

It is RTE but in the sense that it can identify the proper files in RAM and edit them on the spot. (Notice Poke to console than requiring a fast_restart)
Seems to have taken a lot of work too but the program itself (if legitimate) would be something I'd love to look into.
