Well, first of all stop doing this stupid thing " i only release when..." cause you're not getting anywhere like this.
However, im gonna help you a bit.
To allow the "force host" you're gonna toggle some dvars.
0x1CCCC78 <- party_connecttimeout <- must be set to 01 to enable, since it's a boolean.
0x1CD5D38 <- sv_Maxping <- must be set to 200, it's C8.
0x1CD5CD8 <- sv_Minping <- must be set to 00.
Not sure it works 100%, but should.
However, im gonna help you a bit.

i search it since one week , no one want help because all works on new project only for money and don't take me because release my noob tool free , i test it
this is tool i have made " You must login or register to view this content. " i just wait found force host for do it
