After making the unlock all, go to online game,then quit. Lol,thats what i always do,works everytime.

are you using a tool made by yourself or someone else? If the tool is made by yourself I can tell you how to make the tool save it
so that when you press the button or option in the tool/menu it saves the memory to the game
