Download it, copy to the root of the USB

If on ANY REBUG: Go to Package Manager > Standard Package Location > BO2 DLC FIX

If on ANY Other FW: Go to Install Package Files > BO2 DLC FIX

Like I said you have to have a CFW PS3 for everything in the Black Ops 2 Modding section :p

I'm not sure to be honest. I have BLES01717 and NPUB31054 already updated. Let me know if the above updates work for your digital version. If you're on NPUB i'd try the BLUS, and if you're NPEB i'd try the BLES. You may have to move some files around or possibly use an EBOOT builder.

You can try and use one of the above updates, and then applying a DLC Fix to see if that helps.
