this is a new multiman feature, the game is not playable when you not download the game update, you get an error while starting, this new feature fixes it, it is only for those which didnt have the newest update, so you can skip this

He's right about the EBOOT. Im on 4.21.1 rex too. Only issue I have is trying to get onto server. "The Call of Duty: Black Ops II server is not available at this time. Please try again later or visit..."
