have you got the right .dll files in the folder with the tool if you have restart your ps3 and pc and try again

THESE ARE WHAT IN THE FOLDERS AND I RESTARTED BOTH LIKE 5 TIMES AND REINSTALLED TARGET MANGER IT STILL GET THE SAME ERROR
