It restores your ps3 back to default settings everything will be wiped out that means all accounts and data on it will be gone unless you make a back up of course.

First try restoring the file system thats what i did when most things happened to me like when my pkg files didnt open and when there was no pkg install thing if you do that it will fix the things that are wrong I would try that first works everytime
