As league in the first weeks are aids and everyone comes just to get Rank 1 with hacks or booting all the spots are taken. There are 200 spots for one ladder, you have to wait until you, and 5 other people are in the skill level to get to the rank e.g. when 5 people are good enough for masters the game generates a ladder and puts you into it.
