Revolution isn't designated for each region code, it's all the same. Revolution comes in two types; Control Console and Target Manager. So it should still be working fine no matter what your Region Code is. Also, it can't be used on an Official Firmware Console.

I told activision and they told me to tell sony about this because it's region issue and I told sony and they told me we are sorry we can't help you because your game is American and you bought the dlc for European account !!!

Oh, i'm sorry. I thought you meant Revolution Mod Menu. Haha. Well, if you buy the wrong region code for DLC then you aren't promised a refund. So you basically have to purchase it again, but for your corresponding region code.
