reason is because my friend keeps taking shit to my little brother who is 12 and i dislike my friend now he act's tuff around his friends plus violence is not the answer.

There is no way to derank someone unless you have their acccount details, well atleast i don't think there is

Crazy sniper is correct, there is no way to permanently derank a player in black ops 2, you would have to go back to mw2 or below, there are addresses for ingame prestige and level which you can use to fake derank a player but it only lasts for the game obviously
