I was just having the same issue. Chances are, your NAT type is moderate. It needs to be open. So what you're gonna have to do is get into your router settings through your browser (assuming you already know how to do that) and turn on DMZ for JUST YOUR PS3 IP address. After that, you should back out of the game and start it up again. You should now have open NAT type and force host should work. It does take a minute to find players so be patient. If it still doesn't say open, try restarting your router.
