The DEX EBOOT is not region specific so there is just one file in the archive. But the CEX archive is a collection of EBOOTS for all region codes, so the file is around 50mb.

Note: To use these, you need to go into multiplayer while not signed in, load up local play and wait for it to stop lagging, go back to the main multiplayer screen and then sign in & go online. It will tell you the servers are offline, when that error comes up just leave it on the screen for about 2 minutes then hit okay & load up online again. It should jump straight in this time.

I didn't make these, and I would credit the person who did if I could remember who it was... Sorry, whoever you are! xD

No problem! I just added a 'how to' to my reply as these don't work like normal EBOOTS, so make sure you read it or you'll wonder what's going on.
