The only thing you really can do is edit game saves. You are not able to mod online, but Single player..

As Jewels just said, Save Games are the only things that can be done without a Custom Firmware on Black Ops 2. It's not like MW2 where you can just walk around with your CFG on your USB and say "cl pls". As much as we all want those days to come back, they're gone bro.
