Yes, You can make a Mod menu without a Jailbreak..... But you'll need dumps to actually code, and you need a Jailbroken PS3 to dump the address :O

So Yes, if you want to make a mod menu then i suggest you read about "EBOOT.BIN" and "SPRX" And how to assign the EBOOT.BIN to that SPRX"

You need a e3 flasher to downgrade to 3.55 then you can jailbreak
