There's .sprx , gsc, patches, eboots, .elf , .self , and .cfg for any game, bo2 only has .sprx & gsc for mod menus. No game has a .pkg file for a mod menu. You'll need Irisman or multiman to put these things on which are .pkg files but them alone don't create mod menus
