This means one of two things. One, you have a Corrupted part of your data. In which case you'll need to remove your Game Data Utility for Black Ops 2; or secondly, you have an account issue ie; banned. Sometimes it just doesn't give you an error. I would try the first thing, then if that doesn't work then take other measures like restoring your console.

i had this problem. Im guessing that ur using an eboot right? Just before u start up bo2, just sign in from the XMB menu then go into bo2
