Do you have an anti ban eboot? Are you using a GSC Menu? if so did you use GSC studio to inject it? Ths problem sounds to me like a stability problem with what ever mods you have installed (assuming your modding) Plus RTM tools are known for these sorts of problems.

I have been using a bunch of different RTM tools because it keeps freezing. I can't change the eboot because i am on CEX. I thought you can only change it on DEX. But I dont know why I do not know why this is happening.

You can use modified eboots on CEX its just debug eboots you cant use. You must login or register to view this content.. Rebuild your file system through recovery see if that works or delete your black ops 2 patch and re install it.

Might be your Nat Type.

Go to network setting on ps3 and do an internet test. If it says nattype 2 it means your nat type is open, if it says 1 or anything else it means your nat type is moderate and that could be the problem.
