I'm just not quite sure how to go about doing that, so I was hoping someone could help. I see a lot of things for modded accounts but I'm just interested in a mod menu: invisibility, god mode, unlimited tacticals, etc. I also noticed a lot of services for renting out mod menus, but is there anyway to get it permanently? I'd rather pay a little more to have it permanently than to rent it, if possible.

Nope as of now this is impossible to permanently give to someones account.

Only mods to permanently do for Black Ops 2 are account mods, things like camos, k/d ratio, etc. menus remain GSC and .sprx for BO2. In other words, you need to have a jailbroken PS3.
