From my experience, all the services I've bought have been safe even when their rep isn't above a couple of hundred. I've bought about 6 recoveries from different people on just one PS3 account and it still hasn't been banned or reset. Xbox though might be different but I would say go for it

Yes your safe, as long as you get it from a highly trusted person whose done a lot of services and has great feedback.
