Are you sure its a console ban, not an account ban ?

I think most of the time when they ban your console, they also ban your account. Have you tried changing your account?

no my cid is not banned i can log in and stuff but im banned from bo2 on my hole ps3 even when i make an new acc

Have you tried buying another CID to see if that works? If you just got a free one, it might have gotten banned.

MAC Banned Strange, i have not seen any mac ban so far on BO2

If you was Hosting Score/XP Lobby's that usual get's you Mac address banned after a while.
