You might need to use an anti ban eboot if you plan on modding it. Also, it is possible that you're console banned, in which case you would need a new CID. You cannot request, share or sell a CID here though, you would have to look elsewhere.

No, bans are rare on Black Ops 2. Simply use an Anti-Ban EBOOT and you won't be detected.
