can someone explasin me how the dvars in bo2 are working?

i used "eazymodzhd" and "jewelz`s" rtm tool and tried to send dvars through the gamesendservercommand textbox and the "cbuff(send dvar)" textbox but nothing worked

tried mainly the "bg_forceexplosivebullets" but nothing changed even when i just tried to set timescale (wich worked in one of the tools by default without to send commands)

i would be happy if someone knows an rtm tool wich can do explsive bullets but though i would like to know what i am doing wrong all the time
