You need a Custom firmware installed on your PS3. to do that you need to install it from 3.55 Sony's official firmware.

Like bmob said, however you can't just go get the 3.55 DL and install it, you have to buy a downgrader like a E3 flasher to downgrade the system.

Like the above users said you can purchase a E3 flasher to downgrade you ps3 however they cost around $100 and for that price i recommend just purchasing a CFW PS3 for around $200 so you will not have to flash the ps3 yourself. If you buy a CFW ps3 heaps of people here on ngu will be glad to help.
