You can't install a mod menu without a jailbroken ps3. You can't jailbreak a console on any firmware but 3.55. The only way to go back to that is downgrade your console with an e3 flasher which is a piece of hardware. Also not every model is downgradable.

Also i do not recommend flashing the ps3 yourself, i recommend just buying the CFW ps3 outright. It is only about $100 extra from the e3 flasher.

Buy an E3 flasher and downgrade your console by yourself or just check out ebay or amazon or something like that to buy a console which is already jailbroken. End of the story.
