If the game is on and i try to sign in while it is on or not the game freezes. There is a white thing that comes up for about a second before it freezes on the bottom left of the screen

Load up the game while offline
Press PS Button and sign in to PSN
Connect to Black Ops 2 and Play.

Now im on and the EBOOT is working but not the mod menu. when i press L2 and Triangle it isn't activating
