You cannot mod black ops 2 without a cfw! The only things you can do is mod offline campaign witch to my knowledge you cannot get a mod menu offline or online with a usb/flash drive. What is possible is to have modded DVRS offline in campaign, you may need to resign the save to make it yours and after you do that you connect the USB to the right side slot of the play station go to the game saves you'll see your USB click it and you'll see black ops 2 and copy it and then just start the game. Their are some more videos on YouTube that go more into depth with it
