Unfortunately you cannot get any modmenu on BO2 without a jailbreak. Unless you want a virus don't go and search for one.

After you have jailbroken you have broken security and authorization codes which allows you to put whatever mods you want, so go ahead and jailbreak first

As above users have stated, you cannot modify the game without a jailbreak.
