Which EBOOT are you using? Most RTM Tools have unlock alls and ranks.

Sometimes if you keep getting banned from Black Ops 2 it can mean that the mac is flagged but that would be the last resort to change mac address. Could be just the case that the anti-ban on the EBOOT you are using now does not work.

It definitely sounds like a problem within the EBOOT you're using, it's not the tools that are the problem.
