Do you have the file?
First you need to download the Mod Menu & the easy way to do so is by Downloading BO2 Injector

After that,
Create a folder called project
Inside the folder create another one called "MP" for multiplayer.
Place the mod menu file in there; it should be a .GSC file.

Afterward, change the file name to "_clientids.gsc"
If I am wrong someone please correct that.

Now on PS3:
Start BO2,
Go to Custom Games,
Start a Match
Then inject the Menu through BO2 Injector through CCAPI.
Once it is injected it will show a bubble with an input & output.
Back out & start another custom game;
You're menu is set.
Use force Host to play on Public.
