When you get to the multiplayer menu wait a bit. I normally wait like 2 mins.

Are you high?
I had this same issue. Seemed that the account I created had got insta-ban. Make a new account it'll work.

Sign in on your xmb, then play Bo2 but once it loads all the way just wait untill the lag stops THEN click play online after 30-40 seconds. Thats what i do and it works but in some cases it will do that if you are banned

Did this happen last night? Because I think servers were down last night as this was happening to me also
